Only Congress can fix shortchanged VA

Gen. Eric Shinseki has resigned, essentially assuming responsibility for problems created beyond his control. First, one purpose of the veterans’ health care system is to take care of injured service personnel no longer fit for duty. Evidence shows that Department of Defense regulations were ignored when Gulf War active-duty personnel went to sick call and were treated as malingerers. Yet, regulations specifically stated these patients should be followed indefinitely. A contributing factor in deaths beyond VA control?
