Stimulus Check Update – Information for Non-Filers

Things are moving fast at the IRS, especially in the wake of the CARES Act signed into law last Friday. As the agency scrambles to put the mechanisms in place that will deliver the economic impact payments to Americans, new procedural announcements are hitting the airwaves at an accelerated pace.

In its most recent informational release on the impact payments, the rules for those who may not be on record with the agency to receive payments electronically have been clarified. As explained in IRS Bulletin IR-2020-61, “People who typically do not file a tax return will need to file a simple tax return to receive an economic impact payment.”

In other words, those with income levels that did not meet the threshold for filing tax returns in 2018 and/or 2019, those who filed without providing online banking information, as well as some veterans and some individuals with disabilities, will still need to register their banking information with the IRS in order to receive online payments.

If you happen to be in this category, don’t worry. The IRS has indicated they’ll be issuing directions on how to complete and file a simple return conveying their filing status, number of dependents, and direct deposit banking information to enable direct online payments. Also, they’ve indicated that they will soon deploy a “web-based portal” for people to submit the information needed for online payments.

Confirming previous news accounts, the IRS reports that the vast majority of payment recipients will not need to take any specific action. For these folks, the information in their 2019 income tax returns will be used. If a 2019 return has not yet been filed, they are urging folks to file as quickly as possible; otherwise, the data on their 2018 return will be used for payments.

      The IRS is not accepting the electronic filing of tax returns until Monday, January 24th. If you are trying to free file, that may be causing your problem. As we are Social Security Advisors, and the AMAC Foundation does not have tax advisors on staff, we are unable to assist you further if you are still unable to file online on Monday.

  2. I have been on ssi since 2017 .I receive my ssi through direct express on time without fail. It’s now 07/08/2020 And I still have not received my stimulus payment.i have made NUMEROUS attempts trying to contact the IRS only to be placed on hold for hours at a time, only to be disconnected . with all the attempted calls I did get through 3 times,i have never been able on the 3 calls I did get through, been able to complete a conversation .because like all my calls I get disconnected when I am put on hold so the can research my account .I have only found out on my first call that I did speak to a IRS person. Is that I do qualify to get a stimulus payment .I don’t know what to do now!!!! I have also tried to contact my congressman in California by e mail but I cant get any response there either. I’m so disappointed in the irs system and not being able to send me whats owed to me. I need someone to inform me what is going on! whomever that may be.

  3. ok im on ssi i use the non filer tool for myself and 3 kids and i submitted i got my 1200 so i did not get the 500 for each child called the irs and they told me they info did not show up how that happend and it sucks cause the agent said to more caller called and told them the same thing can something be done about this help plaese i need help

  5. I Get SSI and I received my 1,200.00 I also have 3 children 14, 10 & 8 years old. I filled out the non filler tax form with all the information that was requested and I got an email saying that the IRS accepted it. trying to find out why I didn’t receive the $500 for each one of my kids? could you please help me figure this out

  6. I receive SSDI, my mother is my payee. My monthly benefits are deposited in bank account that is in my mother’s name. I filled out the NON FILERS information, put the account information to have my stimulus check deposited to. With the account is in my mother’s name will it be deposited into that account or will I receive a paper check?

I had filed non filers tax return but my kids was claimed on someones tax returns so it could not be processed so i went and removed them and filed it without them now its saying enter payment info but i receive SSI and I get my money on direct express card am i supposed to add something or what?   11. Hi there I get disability and I am a rep payee for my brother that is on social security and our checks are direct deposited into same account I got my stimulus check but still havent.gotten his will he still get one with me being his rep payee

We can tell you, though, that assuming your brother meets the established eligibility criteria he should be eligible to receive a payment. Here are the official rules for eligibility as published by the IRS.

      You may be eligible to receive a Payment if you:

      Are a U.S. citizen, permanent resident or qualifying resident alien;
      Cannot be claimed as a dependent on someone else’s return;
      Have a Social Security number (SSN) that is valid for employment (valid SSN); and
      (Exception: If either spouse is a member of the U.S. Armed Forces at any time during the taxable year, then only one spouse needs to have a valid SSN)
      Have adjusted gross income below an amount based on your filing status and the number of your qualifying children.
      Additional information about eligibility for the Payment can be found in the Get My Payment Frequently Asked Questions.

      You can check the status of your brother’s payment by visiting IRS.gov and clicking on Where’s My Payment. If his payment has been processed it will tell you when his check is being mailed or, if already sent, when it was to have been received.

  12. I tried to file my 2018 tax on turbo tax and it wasn’t even enough to cover the cost.i did not work at all in 2019. I went on the non filers page and filled it out.i fit all the qualifications to recieve a stimulus check.I also do not currently have a bank account.

    • Ross,
      If you qualify because your income is within the IRS guidelines and you were not claimed as a dependent on anyone else’s income tax return, you will get a stimulus payment. If you entered your information as a non-filer at the IRS’ website portal, and you do not have a bank account to which direct deposit can be made, then you will receive your stimulus payment in the form of a check mailed to you via the U.S. postal service. The IRS hasn’t shared a specific schedule for sending of printed checks, except to say that they will be processing about 5 million payments per week, so it is best to be patient and wait for your stimulus payment to arrive in the mail.

  13. I’m on ssdi and after being told this week they didn’t see a payment for me yet by IRS I mistakenly filled out the non filers form in panic on April 27th. Now I’m regretting this because I feel like I will not get my payment now at all. Was the deadline for SSDI on April 22nd meaning that after that date you can still file the non filers form or will it be rejected or was that date just the deadline for dependents only? Please help

    • That you entered your information using the IRS’ Non-Filers portal will not cause you to lose your stimulus payment. The IRS system was taken offline for 3 days starting April 23, which is why they were suggesting non-filers enter their data before that date. The Non-filers portal was returned to service on Monday, April 27th and is still active. As an SSDI recipient you will automatically receive your stimulus payment according to a schedule set by the IRS, which will send payments to the lowest income recipients earliest. Your stimulus payment will arrive by the same method you receive your SSDI payment. You can check on the status of your payment by going to this portal: http://www.irs.gov/coronavirus-tax-relief-and-economic-impact-payments. Click on the Get My Payment button to see the status of your payment.

      • I am on SSI and filed the non filer form too, i just put my value to 0 as that is what it said to do, I did this this on the 26th, i really hope i did not screw anything up here. I have a direct Express card and as of today the 29th it still says payment info unavailable when others on SSI have already received theirs.
        Does anyone have any answers? Did i delay my payment by doing so?

        • Kasper, if you are now collecting SSI (Supplemental Security Income), or Social Security benefits of any kind, and you otherwise qualify for a stimulus payment (e.g., your income is within the guidelines and you are not claimed as a dependent on someone else’s income tax return), you will get your stimulus payment either electronically to your Direct Express account, or by printed check in the U.S. mail. That you entered your information at the IRS website on the 26th won’t affect your eligibility nor the timing of your payment, but if your payment was already in process when you entered your data at the IRS site, you’ll get the payment in the manner that was already in process. If that was by check, then you’ll need to wait for the check to arrive in the mail. Our understanding is that the IRS processed first the electronic payments they already had direct deposit data for (e.g., from your income tax return) but they have not provided specific information about the sequence of who will get future payments and when. To date, they have processed about 90 million payments of the estimated 150 million expected, and they’re processing an additional 5 million payments per week, so may be best to just be patient while waiting for your payment to arrive, which I’m confident it will.

I was actually supposed to be in the group to get paid this week but there are no payments pending in bank for this week and irs site says no info available. With me filing the non filers on the 27th I’m worried I have delayed my check and may not see it for a very long time now. Any idea on how long it could take for non filers to receive their checks?

        • Sorry, but we’ve not seen anything from the IRS which provides details on when different types of payments will be actually paid, either electronically or by printed check. The IRS is only providing general information on how to check to see if your payment has been scheduled, which you already have been checking on the IRS website. We’ve seen independent articles which suggest that the IRS will also start sending printed checks in mid-May, but these articles are not what we consider to be reliable sources. The only information we consider as 100% reliable is what we receive from the IRS website and the Social Security Administration’s website for coronavirus information, and neither of those disclose the IRS’ exact payment schedule.

  14. I was a dependent on someone’s return for 2019 but this year I have been on my own and no one will claim me next year. It’s not letting me get my stimulus payment. Is there anything I can do?

But we did locate this statement from the IRS information site (IRS.gov/coronavirus): “Payments will be made throughout the rest of 2020. If you don’t receive a Payment this year, you can also claim it by filing a tax return for 2020 next year.” We would interpret this to mean that when you file your 2020 federal tax return, you’ll be able to claim a payment (assuming you meet the valid social security number and income limit qualifications).

      Also, as we’ve noted in response to similar questions, the IRS field offices not being open due to the COVID-19 pandemic makes it even more difficult to resolve questions. In any event, here’s a phone number you might try: 1-877-777-4778. It’s a local Taxpayer Advocate service, and it might at least get you in touch with someone who could assist you in correcting this dependence information for your sister and brother. I know all of their Taxpayer Assistance Centers (TACs) are likewise closed right now due to the pandemic, but the advocate service might be able to refer you to another number.

  15. I keep getting “Payment Status Not Available”. My income is less than the standard deduction. I read something earlier this week that said that people at my income level with Social Security Direct Deposit would be getting the stimulus payment today. I did actually mail in 2018 and 2019 paper returns in March when the information was that we needed to do that. In the IRS.gov transcript area for my account, it shows no returns for 2018 or 2019. I just can’t get any information about when I’ll get it.

      You are correct that that earlier reports from both the ITS and SSA have indicated that beneficiaries with direct deposit will receive their payment automatically. As we understand it, this should happen by “early May.”

  16. I used the non filers tool before it said don’t use it if you filed for 2018 and not 2019. now I am realizing that I should have used the get my payment tool. And now it says that if u did use that it will delay your money and/or maybe not receive it.
    I am married and we did file for 2018 not 2019 yet.

    Is there anyway to use the get my payment and delete the non filers form. I feel like im never going to get a check.

      Here’s what we know about the schedule for delivery of stimulus checks, direct from the House Ways and Means Committee press release: The IRS will make about 60 million payments to Americans through direct deposit in mid-April (likely, the week of April 13th). The IRS has direct deposit information for these individuals
      from their 2018 or 2019 tax returns. This will include SSA beneficiaries who filed federal tax returns that included direct deposit information. Shortly (hopefully within 10 days) after the first round of payments are made in mid-April, the IRS plans to make a second run of payments. These payments will be made to SS beneficiaries who did not file tax returns in 2018 or 2019 and receive their Social Security benefits via direct deposit. (The estimates are that nearly 99 percent of SS beneficiaries who do not file a return receive their SS benefits through direct deposit.)

  23. I did non-filers return for my disabled sister and brother just to put in payment info before I was told it wasn’t necessary as they both have direct deposit. Sister is on social security and brother is on SSI. When I did the returns – they were returned to me saying that a box had to be checked if someone could claim them as a dependent (there wasn’t an option for no). So in order to get return accepted, I had to check they could be claimed as a dependent which is incorrect. What should I do at this point to make sure they get their stimulus checks. They are in dire need of it and I sure don’t want to be responsible for them not getting it. I tried to call local IRS office but no one is working because of coronavirus. Please help.

The IRS offices being out of service right now makes it even more difficult to resolve questions, In any event, here’s a phone number you might try: 1-877-777-4778. It’s a local Taxpayer Advocate service, and it might at least get you in touch with someone who can could assist you in correcting this dependence information for your sister and brother.   25. I have an unanswered question. I receive social security disability. I get a 1099. My 9 yr old gets survivor benefits and I got a 1099 for her. Her money get deposited into my account. I claimed my 4 yr old on my social security disability. I also get a 1099 for her. Her money gets deposited into my account. So, all 3 of us get a 1099, will I get the 500 for each of them plus my 1200 or so I need to let the it’s know and fill out a return?       Assuming you have filed federal income tax returns jointly with your husband in 2019 or 2018, the fact that you’re receiving 1099s should automatically make you eligible for stimulus payments for you and your dependent children. Regarding your husband’s situation, however, we’ve seen reports that indicate there could be garnishment for back child support. An article posted a few days ago at USAToday.com notes that “While the CARES Act suspends debts like overdue student loans or back taxes that typically lead to the garnishment of tax refunds, it doesn’t apply to delinquent child support payments.       If your comment pertains to Social Security, Disability, or SSI, and you haven’t filed federal returns in 2918 or 2019, but you did use the “Non-Filers: Enter Payment Info Here,” then your information should be in the queue. The latest information we’re aware of with respect to a schedule for the issuance of payments is:

      – the first wave of payments (to Social Security recipients who filed tax returns and included direct deposit information on their returns) began this week
      – the second wave (to Social Security recipients who did not file 2018 or 2019 returns and receive their benefits through direct deposit) is expected to follow in three weeks
      – in early May, the IRS will start mailing paper checks to households, at a rate of 5 million per week. The paper checks will first go to the households with the lowest adjusted gross incomes, and continue upwards.

      Section 2201 of the CARES Act contains this statement: “2020 recovery rebates for individuals All U.S. residents with adjusted gross income up to $75,000 ($150,000 married), who are not a dependent of another taxpayer and have a work eligible social security number, are eligible for the full $1,200 ($2,400 married) rebate.” This would imply that even though you receive SSDI, the fact that you are a dependent of another taxpayer would preclude your eligibility. What’s not clear, though, is their use of the term “full.” As we sift through IRS news bulletins (they’re arriving with amazing frequency) we’ll be on the lookout for a definition of that this means.

At this point, you’re best bet would be to use the website portal being created by the IRS for those who need to provide them with bank routing information.       • I need to file a tax return to update my information since my old address and account are neither useable.

        If I do file a simple return, can I do a regular one later? I am with family and don’t have access to paperwork I need to do my taxes. Covid is keeping me from going back.

          My suggestion at this point is to wait until the details of the “portal website” being built by the IRS are known (this should happen within a few days, according to reports we’ve been seeing.) Based on an article in the Washington Post, it may be that the purpose of this “portal” will be to enter banking information (and most likely your mailing information, as well), and not a tax return per se. If this is the case, you would still have until July to file your 2019 income tax return.

      The Treasury Department says that the IRS will use your banking information from either 2019 or 2018, and if that is not available the payment will be mailed to the address they have on file for you. If you believe the IRS may not have your correct information on file, they suggest you file a 2019 return online using one of their free sources, which you can find at https://apps.irs.gov/app/freeFile/. You can do this even though you are not required to file, and it will be a fast way to provide the IRS with your most current information and accelerate your stimulus payment. The IRS also said they will soon be deploying an online portal for you to provide them with bank information for your payment, but that portal is not yet available. We will post information on how to access the IRS’ online portal as soon as it is available. If you are now collecting Social Security benefits, you do not need to do anything – you will receive your stimulus payment to the bank account that receives you Social Security payment.

    • If you don’t normally file an income tax return, you may need to file a short-form (free) 2019 tax return in order to expedite your stimulus payment (visit https://apps.irs.gov/app/freeFile/).
      But details are emerging hourly from the IRS, including that they plan to quickly set up a website portal for those who need to provide them with bank routing information to get their payment quickly, which would include anyone who isn’t required to submit an income tax return. But don’t worry – if you meet the income limitations and are an SS Disability recipient, you will get a stimulus payment, even if they need to send it by mail. I suggest you continue to monitor this website. We will post additional information as it is received from the IRS or Social Security.
