Officially, they fall into a category called “never beneficiaries,” and it’s a category that includes “3 percent of people age 60 to 89,” according to a post by CNBC.com’s Kelli Grant. Occupants of this category include government workers, teachers and railroad employees; certain felons, ex-patriots living in certain foreign countries, and workers who have not accumulated the requisite credits as a result of intermittent work histories.
