EOY Report on Social Security Pledges Stability for Generations to Come - Social Security Administration

In his end-of-fiscal-year report to Congress on operational improvements implemented at the Social Security Administration, Commissioner Frank Bisignano highlighted the Agency’s transformational work in 2025. His comments also commended SSA staff for their “commitment to defending a program that provides economic security, dignity, and hope for millions of American workers, families, and seniors.” Commissioner Bisignano’s six-page letter to Members of Congress outlines enhancements to customer service, data protection, and online access to personal data, while laying the foundation for a fully digital-first operating environment.

The Social Security Report staff applauds SSA’s accomplishments in customer service. It recognizes the importance of the digital-first vision, especially given the policy work needed to navigate the financial hurdles Social Security faces in the very near future. The road ahead will require serious attention to develop a solution to Social Security’s financial problems, and many organizations are offering informed thought toward the common purpose of ensuring the long-term viability of this critical program.

One example of leading thoughts on reforming Social Security is the Association of Mature American Citizens (AMAC, Inc.), which believes Social Security must be preserved and modernized to meet the demands of 21st-century economics. AMAC’s position is that this can be achieved without payroll tax increases through relatively minor program modifications, including changes to the cost-of-living adjustment (COLA) process and modifications to the formulas for calculating payments to higher-income beneficiaries. Changes to the age for maximizing benefits are included in AMAC’s position, along with steps to ensure that a larger percentage of total worker earnings are subject to FICA/SECA payroll taxes. Other changes advocated by AMAC include (1) an increase in the thresholds where benefits are subject to income tax; (2) indexing of these thresholds annually to account for inflation; (3) improved survivor benefits, (4) eliminating the reduction in benefits for those choosing to work before full retirement age; and (5) improved savings tools for future retirees, including a savings account that builds estate value. AMAC is resolute in its mission to preserve Social Security for current and future generations and has drawn the attention of lawmakers in D.C., meeting with many congressional offices and staff over the past decade.
