Diversity Visa Program Under Renewed Scrutiny

Described as a “gateway to Social Security fraud,” the Department of State’s Diversity Visa (DV) program is the subject of scrutiny aimed at potentially cancelling the lottery that has been in place since fiscal year 1995. A recent  report by the Inspector General placed a spotlight on the immigration program, along with concerns that legally-issued visas and Social Security cards can end up in the hands of unauthorized migrant workers. The DV system, which makes 55,000 visas available on a lottery basis mostly to countries with low rates of immigration to the United States in the previous five years, is the subject of legislative action intended to eliminate the program.
