IRS’s Donor SSN Rule Under Attack from Legislators

Rep. Keith Rothfus(R-PA) and Rep. Brian Higgins (D-NY) on Thursday introduced House bill H.R. 4281, The Charitable Giving Privacy Protection Act, designed to block a move by the Internal Revenue Service to enable the collection of Social Security numbers to substantiate donor gifts of $250 or more. Citing the potential that voluntary collection of personal information could lead to compulsory collection, and recognizing charitable organizations’ concerns regarding potential scams, the sponsors expressed hope that the bill could be included in the Senate’s next tax reform package.
