Although by far the majority of beneficiaries do not pay a premium for Medicare Part A hospital insurance, some people who don’t qualify for the free coverage have to buy it, and for them the premium is costly. And because of deductibles and coverage limits, there are still program costs everyone must absorb if they use the coverage.
