As the looming insolvency date for Social Security steadily grows closer, more and more discussions on how to keep the system paying full benefits lean toward making high-income earners pay more. Some even ask if Social Security should be income-based.
Any decision on whether or not wealthier retirees should receive less Social Security, or nothing at all, would have to come through Congress. This would reopen the longstanding debate on whether or not Social Security should remain “universal social insurance” or become more of a means-tested program.
