But that will require a bipartisan agreement in Congress to keep America’s popular anti-poverty program solvent. Social Security ensures that tens of millions of older Americans have enough retirement income to subsist. Workers and employers pay a 12.4 percent payroll tax into the system so workers can collect payments in retirement.
