Social Security number never intended as a universal ID

Despite that it has very much become so, your Social Security number was never intended to be a universal identification number for use by various Government agencies.  Such wide-spread use increases the risk of identity theft, which is why some 10 years ago the Office of Management and Budget issued guidance to all agencies to reduce their reliance on the SSN as a means of identification.  This article by Chase Gunter appears at fwc.com (The Business of Federal Technology) and explores whether or not the Government can actually stop the widespread use of the SSN.  Click here to read more.
