With the Internet Crime Complaint Center reporting more than 18,000 victims under the age of 20 and losses totaling $22.5 million, this is serious business, and foremost in the list of strategies used by the criminal element is the use of Social Security numbers issued to children in opening credit cards, loans or utility accounts.
