  1. I like the concept of the ERA account that you propose.
    However, the requirement that investments be divided 50/50 between bond funds and equities is short sighted.
    There should be a tiered approach so that young investors (<35) can be 100% in equities and as they age then every 5 years their accounts would be re-balanced, shifting them gradually to a higher mix of bonds to equities.
