During Donald Trump’s presidency, the federal government continued and, in some cases, intensified efforts to claw back funds from Americans through Social Security overpayment collections and federal student loan enforcement.

Social Security Overpayments

Under Trump, the Social Security Administration (SSA) pursued aggressive recovery of overpayments—even in cases where the error was the government’s fault. Millions of Americans, including seniors, people with disabilities, and low-income individuals, received notices that they owed thousands of dollars in benefits that had been overpaid—sometimes decades ago. These collections often involve garnishment of Social Security payments with limited options for appeal or forgiveness

Student Loan Collections

Under Trump, the Department of Education, led by Secretary Betsy DeVos, pushed forward with agressive student loan collections, including garnishing Social Security payments. Social Security recipients who defaulted on student loans—many of them elderly—saw their benefits garnished, in some cases reduced below the poverty line, sparking outrage and legal challenges.
