Time to end 401(k) matches?

For dedicated retirement savers, a healthy employer match seems like a great thing, providing a guaranteed return on savings even when interest rates and stock prices fall. But some academics are looking at the deal and questioning whether 401(k) plans with employer matches are good public policy because they target highly motivated savers, who tend to be higher earners, rather than lower earners who may be unmotivated and possibly unable to save at all.
